Finland is a Nordic EU jurisdiction whose official export credit agency is Finnvera. This datasheet records Finnvera's mandate and published scale, the Trade Register's beneficial-owner access model, FATF list posture and sanctions orientation.

Official export credit: Finnvera

Finnvera states that it provides financing for the start, growth and internationalisation of enterprises and guarantees against risks arising from exports. As a state-owned specialised financing company, Finnvera supplements the financial market and shares risks with other providers of financing. As Finland's export credit agency, Finnvera gives guarantees against political or commercial risks associated with the financing of exports: political risks are defined as risks arising from the economic or political situation in a country where a Finnish export company has customers, while commercial risks pertain to the buyer or the buyer's bank. Operations are steered by industrial and ownership policy goals laid down by the State, with long-term funding raised on capital markets.

Published group figures as at 31 December 2025 include about 19,300 clients, 370 employees, EUR 2.1 billion of domestic loans and guarantees outstanding, and EUR 23.1 billion of export credit guarantees, export guarantees and special guarantees outstanding. Those figures describe portfolio scale, not underwriting standards for a single transaction. Finnvera's export offering maps to export credit guarantee products under Finnish official support, with domestic loans and guarantees as a separate book. Finnvera plc appears in the Berne Union member directory.

FATF and sanctions list posture

Finland does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice. List status is an AML assessment outcome, not a sanctions designation. Finland applies EU restrictive measures as a Member State, and sanctions screening against the applicable EU, UN and other consolidated lists remains party-based and precedes credit-file reliance.

Company and beneficial-ownership register notes

The Finnish Patent and Registration Office (PRH) maintains the Trade Register. PRH states that most companies must file details of their beneficial owners with the Trade Register and keep those details up to date: limited liability companies and co-operatives must file, while private traders do not. Unlike other Trade Register details, beneficial-owner details are not public; whether a notification has been registered is public and can be checked via the Virre Information Service by Business ID.

Access to the details runs through PRH's Beneficial Owner Information Service under stated eligibility rules. PRH further states that failure to file can lead to a negligence fee and, after requests, liquidation or removal from the Trade Register. Finnish company identity is therefore Trade Register public information, while UBO detail is non-public register content available to entitled parties.
