Jurisdiction identity and Saudi EXIM
The Statute of the Saudi Export-Import Bank establishes a bank named The Saudi Export and Import Bank. As amended by Royal Decree No. (508) dated 04/09/1443 Hijri, the Bank reports to the National Development Fund, has independent legal personality and financial and administrative independence, and assumes the powers and duties specified under the Statute. Headquarters are in Riyadh, with authority to establish branches or offices within the Kingdom and abroad by Board decision.
Article 3 of the Statute states that EXIM aims to promote and diversify Saudi exports and improve their competitiveness by providing export financing, guarantees and export credit insurance services with competitive advantages, in order to enhance confidence in Saudi exports, enter new markets and reduce default risks. EXIM also aims to provide import credit facilities. Export is defined as goods or services produced in the Kingdom, with the exception of crude oil; import for EXIM purposes means import of goods or services to add value prior to re-exportation.
Official support powers
Without prejudice to the powers and responsibilities of the National Development Fund and other governmental entities, the Bank's statutory powers include providing beneficiaries with export financing, guarantees and export credit insurance services; issuing guarantees and other credit facilities covered by EXIM's capital; financing importers of raw materials for value-added re-export; cooperating with commercial banks and local and international financial institutions; and representing the Kingdom before relevant regional and international organisations. Export credit guarantee style instruments therefore sit inside a statutory financing, guarantee and insurance mandate rather than a pure-cover-only model.
Saudi EXIM appears in the Berne Union member directory as SAUDI EXIM, The Saudi Export-Import Bank. That listing places the Bank among the official export credit and investment insurance institutions of the Berne Union; membership is association status, and product eligibility reads from Saudi EXIM's own publications. ICIEC, the Islamic Corporation for the Insurance of Investment and Export Credit, is also listed in the same directory with a Saudi Arabia country label; it is a multilateral institution distinct from Saudi EXIM's national mandate.
FATF and sanctions list posture
Saudi Arabia is a FATF member. Membership denotes participation in AML and counter-terrorist financing standard setting; evaluation outcomes are published by FATF separately. Saudi Arabia does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice. FATF publications are time-stamped and refresh after plenary meetings.
