Jurisdiction identity
Brazil is a federal republic. Official export credit insurance is organised through federal guarantee funds and ABGF as manager, with policy oversight involving CAMEX and finance ministry bodies. Development bank financing through BNDES and other public banks may appear in structures, but the official ECA insurance mandate cited here sits with ABGF and the Export Guarantee Fund (FGE).
Official export credit: ABGF
The Brazilian Guarantee Funds and Guarantees Management Agency (ABGF) is a federal state-owned company linked to the Ministry of Finance. Its mandate is to establish, manage and represent guarantee funds and other funds of interest to the Federal Government, supporting Brazilian companies through risk mitigation and guarantee solutions. ABGF is Brazil's official export credit agency and acts as the manager of Export Credit Insurance (ECI / SCE) backed by the Federal Government. It is responsible for the technical assessment, approval, execution and monitoring of export credit operations under the Export Guarantee Fund (FGE).
Export Credit Insurance covers Brazilian exports of goods and services against commercial, political and extraordinary risks. It is backed by the FGE, a public fund established by law and linked to the Ministry of Finance. ABGF describes medium and long-term cover for post-shipment export finance with maturities exceeding two years, and short-term cover exclusively for micro, small and medium-sized enterprises with maturities of up to two years.
Brazilian government materials state that the Union may grant guarantee coverage under Law No. 6,704/1979 and contract ABGF to execute related services, with the FGE created by Law No. 9,818/1999. ABGF participates in COFIG, the financing and guarantees committee under CAMEX, as a non-voting technical operator, and issues guarantee certificates once operations are approved. ABGF is listed in the Berne Union member directory (joined as SBCE in 2003; ABGF founded 2013).
OECD Arrangement posture
EXIM has published the Participants to the OECD Arrangement as the United States, Australia, Canada, the European Union, Japan, Korea, New Zealand, Norway, Switzerland, Türkiye and the United Kingdom. Brazil is not included in that Participants list. Official Brazilian medium and long-term support is therefore outside the Arrangement Participant set as published in that source.
FATF and sanctions list posture
Brazil is a FATF member. Membership denotes participation in AML and counter-terrorist financing standard setting.
Brazil implements United Nations Security Council sanctions under domestic measures.
