Institutional datasheet

The People's Republic of China is a major export and overseas-project market for bank export finance and project finance desks assessing country risk and official Chinese insurance capacity. This datasheet records jurisdiction identity, Sinosure as the principal official export credit insurer, FATF membership, Arrangement posture as published by Participants, and register evidence limits.

Jurisdiction identity

China is a unitary state with a large state policy-finance architecture for foreign trade and overseas investment. For bank desks, the usual institutional references are the official insurance export credit agency, policy banks where relevant to a structure, and China's participation in FATF. Only facts confirmed on the sources cited below are stated.

Official export credit: Sinosure

China Export and Credit Insurance Corporation (Sinosure) is a state-funded, policy-oriented insurance company established on 18 December 2001 with the mission of supporting China's foreign trade and economic cooperation. Sinosure states that it expands the coverage of export credit insurance to provide comprehensive risk protection for the export of Chinese goods, technologies and services, as well as for overseas project contracting and investment. As of the end of 2025, Sinosure reports that it had supported over USD 10 trillion of domestic and international trade and overseas investment, extended services to 400,000 customers and paid out over USD 27.9 billion of claims. Since 2015, Sinosure states that it has ranked first among global export credit agencies in total business volume.

Sinosure is listed in the Berne Union member directory as China Export and Credit Insurance Corporation. PICC is also listed in that directory for China. For bank export credit insurance usage, Sinosure is the principal official insurance ECA reference.

OECD Arrangement posture

EXIM has published the Participants to the OECD Arrangement as the United States, Australia, Canada, the European Union, Japan, Korea, New Zealand, Norway, Switzerland, Türkiye and the United Kingdom. China is not included in that Participants list. The same EXIM statement refers to competitive landscape pressure from non-OECD Participants, citing the People's Republic of China as an example. Official Chinese medium and long-term support is therefore outside the Arrangement Participant set as published in that source.

FATF and sanctions list posture

China is a FATF member. Membership denotes participation in AML and counter-terrorist financing standard setting; evaluation outcomes are published by FATF separately.

China implements United Nations Security Council sanctions under domestic measures. A consolidated English official page for Chinese autonomous designations comparable to OFAC's is not among the sources cited here, so autonomous Chinese list detail is recorded as an open item. Foreign banks additionally apply their home-jurisdiction sanctions lists when booking China-related risk; those foreign lists are not Chinese publications.

Company and beneficial-ownership register notes

China operates enterprise registration and credit publicity systems under Chinese law. Public-access rules for beneficial ownership, including which fields are available to the general public without privileged access, are not described in the Sinosure profile, Berne Union directory or FATF membership sources used here. Beneficial-ownership public-access posture for China is therefore recorded as an open item in this datasheet.
