Institutional datasheet

Ireland is an EU member jurisdiction and a frequent booking and borrower domicile for bank export finance, project finance and commercial real estate facilities. Unlike most large EU economies, Ireland does not operate a classical national export credit agency programme in the sense reported to the European Commission for officially supported export credits.

Official export credit posture

The European Commission's review of Member State activity under Regulation (EU) No 1233/2011 states that twenty Member States provided officially supported export credits in 2022 within the scope of the Arrangement, and that the remaining Member States, including Ireland, confirmed that they did not provide officially supported export credits during the reporting year. Banks originating Irish exporters into third countries therefore typically look to commercial insurance, private market cover, or foreign ECAs where another Participant's national interest and product rules apply. The OECD Arrangement still frames those foreign official supports; it does not create an Irish state ECA balance sheet where none is reported.

Ireland does maintain a state promotional lender. The Strategic Banking Corporation of Ireland (SBCI) describes itself as established to offer low-cost credit to Irish SMEs while driving competition and innovation in the Irish finance market, with domestic SME-oriented credit programmes delivered through lending partners. SBCI is not presented in the Commission export credit review as an Irish ECA for Arrangement-scope official export credits, so its promotional mandate is institutionally distinct from ECA pure cover.

FATF and sanctions list posture

Ireland does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice, which describes the FATF as including 38 member jurisdictions and two regional organisations. List status is an AML assessment outcome, not a sanctions designation. EU, UN and UK financial sanctions can still capture Irish-incorporated entities or their controllers when those persons are designated, so sanctions screening remains party-based across the vehicle, sponsors and security parties, including facilities booked through an Irish SPV.

Company and beneficial-ownership register notes

Ireland operates a Companies Registration Office for company incorporation and filings and a Central Register of Beneficial Ownership for beneficial-ownership transparency under EU AML directives as transposed in Irish law. Public-access mechanics, fees and any legitimate-interest gates are not described in the sources cited here and are recorded as an open item pending citation of the official CRO and RBO pages.
