Jurisdiction identity
Japan is a unitary state with a civil-law commercial framework. Cross-border bank desks usually treat Japan as a low political-risk Arrangement Participant market with a mature dual official-support system: a policy-based lender and a dedicated trade and investment insurer. Only facts confirmed on the sources cited below are stated here.
Official export credit: JBIC and NEXI
Japan's official support architecture is dual. The Japan Bank for International Cooperation (JBIC) describes itself as a policy-based financial institution of Japan that conducts lending, investment and guarantee operations while complementing private sector financial institutions.
Nippon Export and Investment Insurance (NEXI) is Japan's official trade and investment insurer. NEXI's published purpose is to conduct insurance business covering risks that arise in foreign transactions and that are not covered by commercial insurance. NEXI was established in its present corporate form on 1 April 2017 under the Trade and Investment Insurance Act, with capital stated as JPY 269.4 billion and 100 percent state ownership. NEXI is listed in the Berne Union member directory.
Together, JBIC and NEXI form Japan's principal export credit agency capacity for bank desks: JBIC as official lending, investment and guarantee capacity, and NEXI as official export credit and investment insurance capacity.
OECD Arrangement and FATF posture
EXIM has published that the Participants to the OECD Arrangement on Officially Supported Export Credits include Japan, alongside the United States, Australia, Canada, the European Union, Korea, New Zealand, Norway, Switzerland, Türkiye and the United Kingdom. Medium and long-term official Japanese support is therefore framed by Arrangement disciplines where those rules apply.
