Romania is an EU member jurisdiction whose official export credit agency mandate is carried by Exim Banca Romaneasca S.A. For bank desks, the Romania country profile combines a state-mandated ECA function housed inside a universal bank, Arrangement-referenced official support and FATF-list geography.

Official export credit support in Romania

Exim Banca Romaneasca states that it continues to strengthen its mandate as Romania's Export Credit Agency, granted by the Romanian state, to support Romanian exporters, international transactions and Romanian investments abroad using financing, guarantee and insurance instruments. Activity carried out on behalf of and for the account of the state is managed by a dedicated structure that is organisationally and functionally separate from the bank's universal commercial banking activity. The bank also states that it observes international frameworks for state-mandated institutions, including the Arrangement on Officially Supported Export Credits and the OECD Recommendation on bribery and officially supported export credits.

The bank's published history records that EximBank finalized the purchase of Banca Romaneasca in 2020 and completed the merger in 2022, creating a universal bank that retains the state mandate. Ownership is published as 99.56 percent Romanian state through the Ministry of Finance, with 0.44 percent held by minority shareholders. The Berne Union member directory lists Exim Banca Romaneasca (EXIM R) for Romania, with facilities spanning short-term cover against non-marketable risks, medium and long term supplier and buyer credit insurance against commercial and political risks, investment insurance and guarantee products.

Credit files separate state-account ECA products from the bank's commercial book and identify which Arrangement rules apply to the covered tenor. Intercreditor language states how state-account insurance or guarantees interact with commercial facilities from the same institution.

FATF and sanctions list posture

Romania is not a FATF member country; its AML and counter-terrorist financing framework is assessed through MONEYVAL, the Council of Europe body within the FATF global network, as recorded on the FATF Romania country page. Romania does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice. List status is an AML peer-review outcome, not a sanctions designation: EU, UN and UK financial sanctions can still designate Romanian persons or entities, and desk sanctions screening remains party-based. Destination risk for official medium and long term support follows the OECD Arrangement country categorisation where Arrangement rules apply through the European Union Participant.

Romania maintains the National Trade Register Office (ONRC) as the institutional company register.
