Institutional datasheet

Singapore is a city-state financial centre and trade hub for bank export finance, project finance and commercial real estate desks assessing country risk, official enterprise support and AML transparency. This datasheet records jurisdiction identity, Enterprise Singapore's Berne Union listing, MAS targeted financial sanctions lists, FATF membership, Arrangement posture and ACRA registrable-controller rules.

Jurisdiction identity

Singapore is a unitary city-state with English-language commercial law influences and a dense financial regulatory framework under the Monetary Authority of Singapore (MAS) and the Accounting and Corporate Regulatory Authority (ACRA). Cross-border desks typically treat Singapore as a high institutional-capacity market for booking, treasury and trade intermediation, with official enterprise support channelled through government statutory boards rather than a classic standalone ECA brand in every product line.

Official support pointer: Enterprise Singapore

Enterprise Singapore is Singapore's government statutory board for enterprise development and internationalisation support. Its public site groups financial support, overseas market assistance and capability programmes for Singapore businesses. Enterprise Singapore is listed in the Berne Union member directory as ENTERPRISE SINGAPORE, which is the association's membership pointer for Singapore's official credit and investment insurance community participation. Product-level official cover terms beyond the Berne Union listing and Enterprise Singapore's public programme headings sit in current official publications and are not restated here.

OECD Arrangement posture

EXIM has published the Participants to the OECD Arrangement as the United States, Australia, Canada, the European Union, Japan, Korea, New Zealand, Norway, Switzerland, Türkiye and the United Kingdom. Singapore is not included in that Participants list, so Singapore official support sits outside the Arrangement Participant set as published in that source.

FATF and sanctions list posture

Singapore is a FATF member. Membership denotes participation in AML and counter-terrorist financing standard setting; evaluation outcomes are published by FATF separately. Singapore does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice.

MAS publishes lists of designated individuals and entities for targeted financial sanctions under regulations made pursuant to the Financial Services and Markets Act 2022, the Variable Capital Companies Act 2018, the United Nations Act 2001 and the Terrorism (Suppression of Financing) Act 2002. MAS states that all natural and legal persons in Singapore should screen their clients against the United Nations lists before engaging in business or commercial activity with them. Published list categories include Democratic People's Republic of Korea, Democratic Republic of the Congo, Yemen and counter-terrorism lists, with last-updated dates shown per list. Those publications are the primary Singapore sanctions screening reference cited here.

Company and beneficial ownership register notes

ACRA requires companies, foreign companies registered in Singapore and limited liability partnerships, subject to exemptions, to maintain a Register of Registrable Controllers (RORC) containing particulars of registrable controllers, commonly described as beneficial ownership or UBO information, and to file with ACRA's Central RORC. ACRA describes the entity-held RORC as a private register, and the Central RORC filing as a regulatory channel separate from that private register; the ACRA guidance cited here does not present controller data as an open public search. Public-access posture for controller data beyond private maintenance and central filing is therefore limited as described by ACRA.

Summary

Institutional mapping for Singapore centres on Enterprise Singapore's Berne Union membership, MAS designation lists under the four statutory bases, FATF membership, non-Participant Arrangement status and ACRA's private RORC plus Central RORC filing obligations.
