Institutional datasheet
Spain is an EU Member State whose official export credit support is managed by CESCE, with FATF membership, EU sanctions implementation, and registrar-maintained business registers for company identity. This datasheet records the institutional pointers.
Spain export credit agency and official support
CESCE is the Spanish export credit agency. Official CESCE materials state that since 1972 CESCE has exclusively managed, on behalf of the Spanish State, the political, commercial and extraordinary risks associated with the internationalisation of Spanish companies. The Spanish state assumes ultimate liability as guarantor of the coverage, backed by an Internationalisation Risk Reserve Fund endowed with resources generated by the insurance activity itself. CESCE is listed in the Berne Union directory as Cesce Credit Insurance.
State-account product families described by CESCE include cover for collection of exports from public and private clients, financing of foreign clients, working capital support, bank guarantees for contractual obligations, investment cover, and green and strategic investment lines where published. Buyer credit style bank-facing cover sits inside that state-account menu where CESCE publishes it.
FATF posture for Spain
Spain is a FATF member. Membership denotes participation in AML and counter-terrorist financing standard setting; mutual evaluation and follow-up outcomes are published by FATF separately. Spain does not appear on the FATF increased monitoring or call for action lists as reproduced in HM Treasury's June 2026 Money Laundering Advisory Notice.
Sanctions posture for Spain
Spain applies EU CFSP restrictive measures. The Commission sanctions overview and the EU Sanctions Map are the primary public institutional pointers. Official Journal acts remain the authentic source; this datasheet does not reproduce designated person lists.
For sanctions screening on Spanish exposures under EU measures, institutional reading starts from those EU sources and Spanish national competent authority channels referenced by the Commission.
Company and beneficial ownership registers in Spain
EU e-Justice materials for Spain state that Registrars maintain the Business Registers (Registros Mercantiles) under the authority of the Ministry of Justice, and that access to the Business Register is not free of charge, with fees set under the applicable registrar fee rules. Registration generally requires public certification by notaries, courts or administrative authorities; private documents may be entered only in cases explicitly provided for.
A Spain-specific official beneficial ownership register public-access notice is not among the sources cited for this datasheet, so beneficial ownership access conditions for Spain are recorded as an open item pending confirmation from current Spanish AML register publications.
Summary
Spain participates in Arrangement disciplines through the European Union Participant for medium and long term officially supported export credits, so OECD Arrangement rules frame CESCE state-account medium and long term cover where they apply. Short-term marketable risks remain subject to EU communications that reserve public cover for where private capacity is insufficient. CESCE state-account documentation separates the commercial or loan contract from the state-backed insurance instrument: covered percentage, risk definitions, exclusions and claims mechanics are set in that instrument, and CESCE country cover policy pages remain the destination risk pointer for state-account appetite. Registro Mercantil extracts support legal status checks for Spanish companies and do not replace EU sanctions screening.
