Institutional datasheet

Vietnam is an ASEAN economy whose state policy-bank export and investment credit functions are associated with the Vietnam Development Bank (VDB). For bank desks, the Vietnam country profile requires careful separation of VDB policy credit products, the absence of a Vietnam entry in the Berne Union member directory, FATF increased monitoring geography and national business registration channels.

Official export credit support in Vietnam

The Vietnam Development Bank publishes Investment Credit and Export Credit among its products and services, and its English materials carry state investment credit financing as a recurring subject. Those facts establish VDB as a relevant official financing institution for Vietnamese policy credit. They do not, by themselves, equate VDB to an OECD Arrangement Participant export credit agency of the type operated by Arrangement Participants.

The Berne Union member directory reviewed for this datasheet does not contain a Vietnam ECA entry. Where official Vietnamese export credit or guarantee capacity exists outside VDB, or where commercial insurers provide export-related cover, those programmes read from their own official pages; missing institutional detail is recorded as an open item rather than filled from secondary market commentary. Foreign ECAs covering exports to Vietnam apply their own cover policies and, where relevant, the OECD Arrangement premium framework with the OECD country risk classification for Vietnam as the buyer country.

Credit memoranda therefore state which Vietnamese official product, if any, is actually present in a structure, without assuming Arrangement-style pure cover from a Vietnamese ECA absent a named, sourced instrument, and identify the governing decree or product circular for any VDB facility relied upon, because policy-bank mandates change by government instrument over time.

FATF and sanctions list posture

HM Treasury's June 2026 Money Laundering Advisory Notice reproduces the FATF lists and includes Vietnam among the Jurisdictions under Increased Monitoring. Vietnam does not appear on the High-Risk Jurisdictions subject to a Call for Action list in that notice (Democratic People's Republic of Korea, Iran and Myanmar). Increased Monitoring status is an AML and counter-terrorist financing peer-review outcome, not a sanctions designation. The same notice separately flags the listed jurisdictions that are also subject to financial sanctions measures; Vietnam is not named in that sanctions-overlap subset.

Desk sanctions screening remains person and entity based against applicable UN, UK, EU and other regimes. AML programmes that incorporate FATF public lists treat Vietnam's Increased Monitoring status as a geography factor under the booking entity's rules; credit risk on Vietnamese buyers is a separate judgment from FATF list status.

Company and beneficial ownership registers

Vietnam operates a National Business Registration Portal under the business registration authorities. English public-access rules for beneficial ownership fields are recorded as an open item pending primary confirmation. Banks obtain Vietnamese enterprise registration extracts and ownership evidence under Vietnamese AML law and the bank's know-your-business programme.
